Ir Dr Kelvin Leung Kai-yuen is International Vice President (East Asia) and Past President (Hong Kong, 2024–2026) of the Chartered Institute of Logistics and Transport. He is also the former CEO of DHL Global Forwarding Asia Pacific.

He is Chairman of the Transport and Logistics Training Board of the Vocational Training Council and a Board Member of the Outstanding PolyU Alumni Association. He serves on a number of HKSAR Government advisory bodies, including the Town Planning Board; the Industry Expert Liaison Group for the PCE Development Project, where he serves as Strategic Advisor and Expert; the Subcommittee on Transport and Other Infrastructure of the Advisory Committee on the Northern Metropolis; the Enterprise Support Scheme Assessment Panel; and the Pilot Subsidy Scheme for Third party Logistics Service Providers.

He is also a member of the Advisory Committee of the PolyU Graduate School and the Advisory Committee for the Master of Science in Global Supply Chain Management programme at Hang Seng University.

Ir Dr Leung is an Honorary Fellow of the Vocational Training Council and Honorary President of the Hong Kong Logistics Management Staff Association. He is also an Honorary Advisor to the Hong Kong E Commerce Logistics Association, the Hong Kong Transport and Logistics Association and the Chamber of Hong Kong Logistics Industry.

He is a Fellow of the Chartered Institute of Marketing, the Canadian Chartered Institute of Business Administration and the Chartered Institute of Logistics and Transport.

Ir Dr Leung graduated from Magdalene College, University of Cambridge, with a Master’s degree in General Engineering Science. He received his doctorate in Business Administration from the Hong Kong Polytechnic University.
